Oszkar Apama’bo Anand Foundation (OAA Foundation Uganda) is a youth and community-centered nonprofit based in Arua City, Uganda. Founded in 2025, we exist to address inequality, unemployment, and unrealized potential — not by rescuing people, but by empowering them with access, guidance, and opportunity.

Unemployment, limited mentorship, lack of skills development platforms, and restricted access to clean water and education continue to slow progress for both youth and communities.
These challenges are not caused by a lack of ability.
They are caused by a lack of access.
OAA Foundation exists to bridge this gap in a dignified, people-centered, and sustainable way.
Across many communities in East Africa, young people are full of potential — but face barriers that limit opportunity.
Few platforms to develop skills or earn from talent.

AA Foundation follows a structured approach to ensure every initiative is intentional, credible, and effective. We empower youth and communities through guidance, platforms, and active participation — creating real opportunities for growth, skills development, and leadership.

OAA Foundation organizes its work around two interconnected pillars, ensuring youth and communities are supported in a connected, community-rooted way. Each pillar delivers programs that build skills, confidence, and opportunity.
Programs like the Cloud-9 Youth Edutainment Centre (CYEC) and Sports Club support youth aged 15–30 with mentorship, talent development, and skill-building.
The Cloud-9 Community Initiative (coming soon) focuses on clean water, education support, and community-led engagement.

My journey has not been a straight line.
I studied Industrial Chemistry at Makerere University and later pursued a Master’s in Environmental Management at the University of San Francisco. Along the way, I realized I had been following a path shaped by expectations, not purpose.
In 2017, I returned to Arua during a difficult season in my life. I faced uncertainty, isolation, and moments that forced me to reflect deeply on who I was and what I truly wanted to do.
It was in that season that I understood something clearly:
Many young people are not lacking talent—they are lacking access, guidance, and belief.
Despite the challenges that followed, including financial struggles during my studies, I experienced moments of support that changed my life. Those experiences taught me compassion, patience, and the power of opportunity.
That is why I started OAA Foundation.
I wanted to create a space where young people are seen, supported, and given real opportunities to grow.
What began as a small idea has grown into the Cloud-9 initiatives—platforms where youth can develop their talents, build confidence, and create meaningful livelihoods.
This work is deeply personal to me.
Because I have lived both sides—what it feels like to be overlooked, and what it means when someone believes in you.
